[CenturyTel] Download speed under a tenth of what it should be for a couple day

I'm a centurylink customer in the Flagstaff, AZ area, used to be qwest. Have a zyxel c3000z modem, with bonded pair dsl, it's connected at full speed 5.5 mbps downstream on both lines and .6 mbps upstream on both, Good signal, modem passes all diagnostics, factory reset.
Usually I'm getting 9 to 11 mbps download speed on any speed test websites and it has been very reliable both wifi and hardwired.
The last couple of days though I can barely reach 1mpbs, goes down to .5 mbps, upload speed is affected too. ping is still good, DSL connection looks great. Nothing downloading in the background, no rogue connections.
Called them and they told me I have a good modem and the connection looks good but they want me to buy a new modem, I asked if they had any routing of traffic issues on their end, they said they don't. I will wait before I replace it because the same thing was suggested to me before on old previous issues that were resolved without having to buy a new modem.
Is anyone else in the area affected too ? Any suggestions ?

Just be thankful, you have competition. Clink is a monopoly where I'm at and it's obvious that they know it.

A trusted source told me that it may be because I tried to download the latest call of duty game. It's a big download of a very popular game they might be trying to throttle that. My bandwidth is still bad even after cancelling that download days ago. I just wanted to put this out there for people who might have the same issue. Anyways cable guy is coming today and I bought a cable modem.

This is a very likely scenario. A lot of WISP operators in affected regions are reporting an increased load on their networks.

I discovered that when I do all my speed tests and browsing through a VPN I'm getting almost full speed. After disconnecting from the VPN my internet speed is a tenth of what it should be. Centurylink is throttling my connection.

Is your VPN tunnel on CenturyLink's network? If so, then . . .

Yes, the VPN is over my centurylink DSL connection. I turn the VPN on, good speed, I turn it off terrible speed.
